Capitolio de EE.UU, donde se reúnen los representantes

What are you doing in is the Spanish King Alfonso X in the US Capitol?

And how is it possible that its laws still apply?

How in the most advanced country in the world apply Spanish Laws from 800 years ago?
A XIII century Spanish King Alfonso X, who went down in history as “El Sabio”, is one of the 23 portraits of the US Capitolia.
He was one of the personalities selected to appear at the U.S. Legislative Center. It is not surprising that it lasts in the United States because its laws are the most advanced of its time and because of the Hispanic History of much of the country. It is not strange because Spain was a pioneer in drafting laws on Human Rights.
In addition, they still have such validity in the US and they continue to legislate with them.
Famous resolutions have had as a reference to the Siete Partidas, a compilation of laws grouped by themes. It was the basis of the legal work in Spain and Latin America.
